The Major
Accident Reporting System (MARS) is a distributed
information network, consisting of 15 local databases on a
MS-Windows platform in each Member State of the European Union and a central
UNIX-based analysis system at the European Commissions
Joint Research Centre in Ispra (MAHB) that allows complex text

MARS is used by both EU and OECD
member countries to report industrial accidents in the MARS standard
format and to exchange accidents information on this basis.
The "Report
Profile" contains all basic data, describing the
background of an accident (place, date, establishment, etc.).
Concerning collection of data on the causes, circumstances, evolution
and consequences of as well as on the responses to major accidents,
as a result of an iterative process, two such MARS reporting forms
have been established: the "Short Report"
is intended for use for immediate notification of an accident, and
the "Full Report" is
prepared by the Competent Authority
of a Member State when the accident has been fully investigated, and
the causes, the evolution of the accident, and the consequences are
fully understood. In certain cases further information comes to light
- for example in the course of judicial proceedings - and there is
provision for the "full report" information to be further modified.
Note that only < 10% of the
data in the Full Reports are included in
MARS Short Reports.
